I-TRAIN is the "Consumer Report Card" for training providers and clients throughout the Southern California region. This centralized procurement and database system provides information on over 400 public and private for-profit schools and colleges, offering over 1500 training courses. The Intranet version of I-TRAIN includes costs, and quarterly placement statistics. The State of California Employment Development Department (EDD) recognizes this system as the Regional Training Vendor Directory (RTVD).

The Training Vendor Performance Data, as required by the Workforce Investment Act, is currently being collected and verified. Data used for the course ratings include:

• Number of Students Graduated
• Number Placed in Jobs for which they were trained
• Number Placed in Other Jobs
• Number Not Placed

The Vendor Performance data may be queried by Course, Vendor, Funding source, and geographically by SDA.

The data for the Consumer Report Card is gathered by the South Bay Private Industry Council (as the I-TRAIN administrator), who reviews termination data, on a quarterly basis submitted from participating SDA/WIA's. The terminations are categorized into three types:

• Training Related
• Non-Training Related
• Negative Terms (No unsubsidized employment)

Once a Vendor or Course is approved and entered into I-TRAIN, the course is electronically evaluated each quarter. Any courses with 4 or more terminations will be evaluated and performance will be verified.

Performance is measured by using a Entered Employment Rate (EER), which is calculated by dividing the total number of placements by the total number of terminations.

• Courses with an EER of 70% or better requires no action
• Courses with an EER of 50 to 69% will be placed on Probation status
• Courses with an EER of less than 50% will be placed on Hold status

Any course with an EER below the contractural compliance of 70% requires the Vendor to submit a Corrective Action Plan (CAP) which addresses all performance deficiences of that course.

Courses placed on probation are still eligible for referrals. However, it is at the discretion of the referring agency to do so.

Courses placed on hold are not eligible for referrals until the course EER meets or exceeds the 50%.

Action pertaining to EER is taken quarterly. However, probation or hold status may be evaluated and removed monthly.

Those courses with less than four terminations will not be evaluated in the current quarter, but will be reviewed at the end of the program year using their cummulative totals.
